I have a theory that since her father was part of the pilot cover up. That Ivy and her mother will be placed in witness protection and Ivy Pepper will change her name to Pamela Isley.

However, in most cases, the authorities usually only protect witnesses to crimes (who usually have to testify against the defendant they saw committing the crime in a trial).

In the case of the show, that person would probably be Selina Kyle and not Ivy Pepper (or anyone in her family).

It's not always how you see it in movies or other TV shows, though. Most of the time, a threatened witness is placed under surveillance and escorted around with a security detail without having to enter the Witness Protection program before, during, and maybe after the trial that requires their testimony – if it's proven their life isn't in extreme danger.

I'm not trying to crap all over your theory, just being realistic. Selina would be the one they'd want to protect, which they'll probably do (until a trial involving the suspect she ID's happens) without having her change her name or go into hiding.
