Yeah, something about that last scene felt like "I know we said never, but we have left the door open" on the part of the show runners. Like Ruby, we may see Neal again.

Only in flashbacks, that's for sure. Ok, I'm not watching, but it seems the whole Emma choosing between 'Neal and Hook' this season was a lie, right? What choice could she make if he showed up just to die?

Yeah, after 2 1/2 seasons trying to find this guy and that's it...they may have something up their sleeves if something changes. I would think the show runners only plan a season at a time but, things change every so often
