I don't think John Barrowman's character will end up being Lionel Luthor, because he was someone directly created just for Smallville.

the dialogue between Moira and John Barrowman had some hints, just need to figure out which villian in DC is smart/sly enough find out secrets of Moira who sabotage the yacht and get her head security killed

Actually it can't be now, although I had the same thought as well, because Arrow's version of Count Vertigo will be showing up in the series pretty soon, but as some drug dealer who's selling drugs called Vertigo.

I know Lionel was created for Smallville, but honestly, I would dearly LOVE to see Lionel (John Glover) on Arrow. That character was one of the best, period.

Actually, it'll be hilarious if he was Vandal Savage. Doctor Who fans will get the joke.

But, considering the ultra-realistic take they want for the Arrow universe, I doubt it.
