His voice sounded like the guard who escorted Snow and Charming to Rumple's cell in the Pilot, but I'm not totally sure.

I think his name might be Dr. Thatcher (according to IMDB).

Any ideas on who he might be?

Wow, good find! I just compared the two scenes and I think you might be right, the vet does have the same voice as the guard, and I think they look alike. The prison scene is pretty dark and the guard is wearing a hood so I'm not 100% sure though.
