No, it was the Ring - basically, the Ring is a massive organisation of which Fulcrum is just one part. At least, that's what's been inferred so far.

frankly, i liked Fulcrum a lot more. Fulcrum felt more threateninmg the way it was handled. I mean they almost couldn't tell who is friend or foe, because CIA is infiltrated by it.
