I think that Sam will eventually say 'yes' and that combined with his other pressures will force Dean to say 'yes' to Michael, setting the stage for the finale.

I could see lucifer telling sammy he'd use his abilities and bring back everyone sam and dean have lost if sam will be his vessel and sam feeling quilting that all these people have died because of him will eventually agree lucifer restores everyone (he is an angel like gabriel/trickster) but takes control of sammy then everyone has to convince dean to let michael take control of him.
