    I just rewatched "Injustice". While Tess is accused of their deaths, she's never shown to be pressing the button (which she tried to do, in self-defense, when Plastique and Parasite attack her) and she herself blames their deaths on faulty technology.

    So, we have two unconfirmed killings with three possible answers:

    1) Tess killed them, but possibly while acting under orders from Checkmate.

    2) Tess was telling the truth, about the faulty technology.

    3) Another Checkmate agent (possibly Waller) pulled the trigger.

      There was Regan Matthews ("Power"), who tried to kill Tess and she killed him in self-defense. Doubtful any charges would be filled against her. Especially as Matthews had just killed another person in her office, giving her valid reasons to fear for her life.
      Though, Regan Matthews later appeared alive on a video in "Doomsday" (seemingly recorded after the events of "Power"). So, she appears to not have killed him.
