He has the powers to take abillites so i'm guessing he also have the powers to give abillites back. Think he could like switch a person abillity. Let's say if he touch Knox and Clair at the same time. Could he somehow give Knox clair abillity and Clair Knox abillity? What do you people think?

I think that he can give someones ability back to the source of ability but I think he cant transfer them to someone who dont have that ability before but i think that he can take someones abilities whithout taking it absolutely from source because I think that he have Parkmans power

I don't think we've seen any evidence that any of the power-takers can grant powers to another. Peter hasn't, Sylar probably couldn't with his mortality rate, and if Arthur could give powers to others, who says he would need the syrum? Unless he can only swap between specials, that would make the syrum pointless.
